Programme Human Rights and Good Governance Programme, Phase III Grant DKK 170 million Period 2009-2013 Main Partners National Human Rights Commission (NHRC), Election Commission (EC), Ministry of Local Development and Selected Civil Society Organisations Geographical Focus NationwideThe programme’s objective is to help establish a functional and inclusive democracy based on respect for human rights in Nepal. It comprises three inter-related components: (1) Inclusive Democracy; (2) Human Rights and Justice; and (3) Local Governance. Social inclusion, conflict transformation and accountability are overarching themes that enhance the internal coherence of the Programme and provide it with strategic direction. Component I, Inclusive Democracy, focuses on strengthening political actors, institutions and public dialogues for democratic change. Component II, Human Rights and Justice, focuses on addressing impunity and human rights and enhancing access to justice for poor and marginalised women and men. Component III, Local Governance, supports a national and multi-donor financed programme on local governance and community development (LGCDP) geared towards reducing poverty through inclusive, responsive and accountable local governance and participatory community-led development. Components I and II are implemented through a Programme Implementation Unit (PIU), DanidaHUGOU, which in Phase III focuses on development of strategic partnerships and joint, harmonised funding mechanisms.
